The EOCP and its Constitution

The Environmental Operators Certification Program was initially known as the British Columbia Water and Wastewater Operators Voluntary Certification Program.  It began in the late 60’s as an ad-hoc group of well intentioned individuals who recognized the importance what the Operators do and the benefits for everyone to develop a mechanism to identify the tasks they do in the many different circumstances in which they work.

By the late 70’s the ad-hoc Board realized that a more formal approach would be necessary and development of a constitution was started.  In 1981 the first constitution was approved by the membership and remained in effect until a revised constitution was approved in 1991.  It has been in place ever since but has become seriously dated and in need of updating.

With the assistance of the Ministry of Health we retained the lawyer who assisted the Ministry with the Drinking Water Protection Regulation and the Drinking Water Officers Guide to review our 1991 constitution and make   recommendations.

We invite all members to review the present (1991) Constitution by clicking on the link.  You will find it has served us well but there are a number of passages that no longer apply or must be expanded in view of the move to mandatory certification and the creation of the position of Executive Director that have occurred since it was implemented.

Please then click on the link to the Proposed New Constitution and you will see that proposed changes result in a new look but with most of the provisions remaining as they were.  Most of the changes are to more clearly define the activities of the Board, the Executive Director as they relate to actions with respect to the Continuing Education Requirement (which was included as far back as 1981) and correction of such things as the definitions of CEU’s that originally included experience, OCP that included training, neither of which were correct but nobody noticed, and differing descriptions of the directors terms of office.
